NYS Home Improvement Grant Programs

New York State offers two home improvement grant programs for income eligible residents: the Assisted Home Performance Grant program and the EmPower New York Grant program. These grants cannot be combined with NYSERDA or utility rebate programs.

Assisted Home Performance Grant:

NYSERDA's Assisted Home Performance Grant covers up to 50% of the costs for energy efficiency improvements up to a maximum grant of $5,000 per single family household.

Here are the current income guidelines for Cayuga, Cortland, Jefferson, Madison, Oneida, Onondaga, Oswego, Seneca, Tompkins and Yates counties:

Eligible energy efficiency improvement projects include:

  • High efficiency furnaces and boilers
  • High efficiency water heaters (oil or propane)
  • Insulation
  • Air/Duct sealing
  • Programmable thermostats

To qualify for incentives through the program, projects must meet two requirements:

  1. They must be installed by a participating Building Performance Institute (BPI) Accredited contractor. TAG is BPI Accredited contractor.
  2. The upgrades should pay for themselves with the savings they create.

To apply for the program, homeowners must contact a BPI Accredited contractor or participating community organization. NYSERDA advises homeowners that before moving forward with a project, check with your BPI contractor to make sure the upgrades qualify.

Low-interest financing is available to cover the balance of the cost of the energy efficiency project as well.

EmPower New York:

EmPower New York is a NYSERDA state grant program that provides NO-COST energy efficiency upgrades to income-qualified homeowners and renters. You may be eligible if your household income is below 60% of the state median income. For a family of four, that would be a gross annual income of $49,524.

Eligible energy efficiency improvements include:   

  • High efficiency furnaces
  • Insulation
  • Air/Duct Sealing
  • Health and safety checks
  • Other cost-effective measures
